It depends who buys from you. Business to business in Dubai and Abu Dhabi runs largely in English, so English first is usually right. Consumer brands and anything touching government are a different matter, and there Arabic is not optional. If you do build both, they need separate URLs and hreflang rather than an auto translate widget, which search engines largely ignore.
